    garrysmod/lua/bin

    If the bin folder does not exist, create it.

    i have a bin what do i do now?( im trying to use the gbay for my server but dont know what to do with tmysql4

    You place it in garrysmod/lua/bin

    when i do it with the server files it says gm_tmysql4-master\BuildProjects.bat: Access is denied.
    oops wrong bin let me see if it works this time

    The addon goes into your addon folder The dll goes into garrysmod/lua/bin

    Klutch forgot to tell you that you can actually download the DLL in the releases tab of that link. Silly Klutch ;). Like here:

    https://github.com/bkacjios/gm_tmysql4/releases/tag/R1.02

    Download either the Windows or Linux dll, depending on whether the server is running Windows or Linux. Then place that dll in the aforementioned garrysmod/lua/bin.

    Also, by "garrysmod/lua/bin", the "garrysmod/lua/bin" folder on the FTP of the server is meant.

    Play it from 2 minutes and 14 seconds. The video uses a different dll file. Run the instructions from 2:14 with the DLL file linked above.

    Well, malicious dll files could, yes. Although, this one is safe. Anti-Virus will detect things it doesn't recognize and mark it as potentially harmful file. I assure you the file is safe. It is entirely your choice if you wish to use it or not. No one is forcing you.
